Victor Costa for Bergdorf Goodman created this stunning black and blue velvet cocktail dress with lots of glam! First, a black velvet top with cap sleeves and turtleneck takes over the top of the dress. The dropwaist starts with a glamorous oversized blue bow in the back, that material continues down the skirt and is thinly veiled with black tulle and black velvet stripes. A true show-stopper!
